Mango has been advising CPG in respect of the development of a retail park in Bicester, adjacent to Bicester Village. An initial planning application was refused on retail policy and highways grounds. An appeal was subsequently submitted and Mango acted as expert witness in respect of retail policy, sequential test and impact resulting in the Council withdrawing the reason for refusal prior to the commencement of the Inquiry. Although the Inspector dismissed the appeal, a revised planning application was subsequently submitted and approved. Mango continue to advise CPG through the construction phase providing advice on scheme modifications and discharge of planning conditions. Bicester Retail Park is scheduled to open in 2020 with key tenants including M&S, Next and Nike.
